Kathryn Barger, who represents the 5th District of Los Angeles County, has granted exclusive negotiation rights for the undeveloped land at Honor Ranch in Castaic.
The Los Angeles County Board of Supervisors has proposed to award an exclusive negotiation agreement to Public Works for the right to the 206 acres of undeveloped land adjacent to the I-5 freeway, commonly known as Honor Ranch near Castaic.
The undeveloped property’s proposal, which includes two miles of freeway frontage and access from an existing interchange, is intended to serve county goals by creating jobs and community benefits and maximizing county revenue, according to a statement from Barger’s Desk.
Pursuant to the California Surplus Land Act, the property was determined to be surplus land in May 2021, which requires local agencies to offer to sell or lease surplus land to certain entities for specified uses, including affordable housing, parks and recreation, and schools.
Shortly after this decision, the Los Angeles County Public Works issued a notice of availability for the land to a list of developers compiled by the California Department of Housing and Community Development (HCD) and certain government entities, but the county has not received any viable housing proposals that meet the requirements. of the law. , according to officials.
In October 2021, Public Works issued a Request for Proposals (RFP) that was committed to achieving key county goals, including stimulating Santa Clarita’s economy, creating high-wage jobs, and developing small businesses. companies.
The motion authorizes Mikala L. Rahn, CEO of Public Works, to manage the predevelopment phase of the proposed Honor Ranch development.
The proposal for the 1.8 million square foot project includes an industrial business park including manufacturing, warehousing and distribution, media and entertainment, in addition to dedicated life science office space and retail with local and fast service offers.
