Bidders Invited to Submit Proposals for Airports Development Project
A Request for Proposals (the “RFP”) was posted on behalf of the Cayman Islands Airport Authority (“CIAA”) on the Cayman Bonfire Hub site on February 10, 2022, inviting bidders to submit proposals for the airport development project.
According to the RFP, the CIAA will contract with only one entity which will represent the team of consultants and will be called the “primary consultant”.
The Prime Consultant will appoint a “Consultant Representative” who will be the lead throughout the duration of the project and will coordinate the development of the Business Case (“OBC”) with the CIAA Project Manager at all times.
As a guide for bidders, the RFP indicates that the OBC should have a clear and concise projection of the infrastructure options at the three airports (Owen Roberts International Airport (ORIA), Charles Kirkconnell International Airport (CKIA) and Little Cayman (LCA)), accompanied by a financial study, outlining trigger points, environmental outlook, and a risk analysis determining associated consequences.
The lead consultant’s proposal should specifically include provisions for the completion of all consultancy work required to produce a robust OBC, including an airport master plan for the three airports and a detailed focus on a general aviation facility ( GA) to ORIA, since the current GA hasCapacity exceeded. This master plan should also identify the strengths, weaknesses, opportunities and threats that will describe the needs of each individual airport.
