LILBURN COMMUNITY IMPROVEMENT DISTRICT Request for Proposals Livable Centers Initiative Major Plan Update RFP # 2021-02 The Lilburn Community Improvement District (LCID) is seeking proposals from companies experienced in local planning , regional and statewide. The scope of services for updating the major plan of the Liveable Centers Initiative is included in the submission package and provides information regarding the level of effort required, as well as the specific tasks to be accomplished. The project location is generally defined as US Highway 29 (Lawrenceville Highway) from Ronald Reagan Parkway to Jimmy Carter Boulevard and Jimmy Carter Boulevard / Mountain Industrial Blvd from US Highway 29 to Britt Road. This plan update relates to the US 29 Boulevard of Opportunity plan funded by CID in 2009, which was incorporated into the LCI program. The project boundaries for the update extend beyond the 2009 study. Funds available for completion will be $ 150,000. LCID received $ 120,000 from the Atlanta Regional Commission for this plan update. CID counterpart funds are available for a total project amount not exceeding $ 150,000. Interested companies must submit a technical proposal that meets the requirements listed in the bid package. Only shortlisted companies will be required to provide a detailed breakdown of the proposed budget and distribution of tasks according to the general format provided in the application package. Firms must respond to this Request for Proposals (RFP) by submitting their technical proposals electronically as outlined below. Proposals must be in PDF format. Proposal evaluation will initially focus on written (technical) proposals, including key personnel, company experience, ability to meet schedule, past performance, internal expertise and knowledge of standards LCI, as detailed in the following section on submission requirements of this RFP. If it is determined that interviews are required, only the âshortlistâ of companies will be invited to the interview. LCID will confirm an interview hour with companies selected for an interview. LCID reserves the right to award this or these contract (s) based on initial proposals received without formal discussions. Selection will be based on the skills, qualifications and experience of each company rather than on Brooks Act compliant prices (Public Law 92-582); which was promulgated on October 18, 1972 for federal contracts for architectural and engineering services. LCID anticipates that a contract will be awarded on or about December 1, 2021 and that all work will be completed by December 31, 2022. The successful consultant must be ready to begin work upon receipt of a notice of prosecution. LCID will receive proposals electronically. from interested consulting firms no later than 3:00 p.m. on November 8, 2021. Proposals should not exceed 30 pages (8.5 x 11), including resumes and firm experience. The font size must be at least 11 points in all cases.
