REQUEST FOR PROPOSAL TO PERFORM CONSTRUCTION ENGINEERING March 30, 2022 FOR PROJECT: BRO-CVD-0045(070) PCN 23166 86th Ave. SW, Structure No. 45-146-26.0 17 Miles South of Richardton and 2 Miles East of ND Hwy 8 83rd Ave. SW, Structure No. 45-149-19.0 5 miles east of Richardton and 11 miles south of Interstate I-94 PROPOSALS SHOULD BE SENT TO THE STARK COUNTY AUDITOR’S OFFICE 51 3rd Street East PO Box 130 Dickinson, ND 58601 By 5:00 PM MST, April 20, 2022 REQUEST FOR PROPOSAL TO PERFORM CONSTRUCTION ENGINEERING SERVICES FOR STARK COUNTY BRO-CVD-0045(070) PCN 23166 86th Ave. SW, Structure No. 45-146-26.0 17 Miles South of Richardton and 2 Miles East of ND Hwy 8 83rd Ave. SW, Structure # 45-149-19.0 5 miles east of Richardton and 11 miles south of Interstate I-94 Stark County will engage the services of a pre-qualified engineering firm to perform the engineering of construction on the following project in Stark County scheduled for completion in 2022: BRO-CVD-0045(070) PCN 23166: REPLACEMENT STRUCTURE NO. 45-146-26.0 and 45-149-19.0 Work to be performed by the Consultant includes: Construction Services: to perform project management, project administration, construction observation, surveying and materials testing. Additional services, if required, may be negotiated and additional agreements issued based on the performance of the consultant, the consultant’s proposal and the funding available. Companies are invited to submit a proposal for the project mentioned above. Proposals should provide the following information: ……………. work in progress for the county • Understanding of the project, issues and approach Proposal pages should be numbered and should be limited at 5 pages. Proposals that exceed the 5 page length requirement will not be considered. The cover letter will not be counted as one of the 5 pages. The proposal should list the personnel who will be assigned to work on the project, including titles, education, and work experience. Stark County will only consider proposals received by 5:00 p.m. MST, April 20, 2022. Late proposals will be considered non-responsive. The consultant’s proposal may include an appendix. Resumes, references, statement of qualifications and other documents describing the experience may be included in an appendix. The appendix will not be considered part of the 5-page proposal. Each proposal will be evaluated by a selection committee. Stark County will conduct interviews. The County plans to interview up to three (3) of the most qualified engineering firms based on the proposals that most clearly meet the requirements of the RFP. Fees will be negotiated with the selected firm. If fees cannot be agreed upon, the county reserves the right to terminate negotiations and then negotiate with the second and third ranked companies, if necessary, until a satisfactory contract has been negotiated. . All costs associated with the proposal are the responsibility of the proponent. The County reserves the right to reject any and/or all proposals and not award contracts for any and/or all projects.
