Subsidiary of REC Limited launches tender for floating solar project in Delhi

REC Power Development and Consultancy Limited (RECPDCL), a wholly-owned subsidiary of REC limitedhas launched a tender to select a consultant to provide consultancy services to develop a floating solar project in the NCR region of Delhi.

The length of the tank is 300 mx 300 m, with a maximum depth of 5 m.

The deadline for submitting bids is February 25, 2022. Bids will be opened on the same day.

Interested bidders will be required to submit an amount of ₹50,000 (~$666) as a deposit. The tenderer must submit a performance bank guarantee equivalent to 10% of the contract value.

The duration of the consultancy contract will be 12 months.

The Consultant shall carry out a detailed site survey including bathymetric survey, water features and geotechnical investigation. He must inform the RECPDCL of the properties of the water, the depth of the reservoir, the minimum drawdown level and the level of dead storage.

The Detailed Project Report (DPR) must include the energy yield calculation and have a performance ratio. It should also include detailed one-line diagrams, power evacuation provisions, project safety aspects, and various operation and maintenance options.

The consultant should prepare the Request for Proposal (RfP) to engage an Engineering and Construction (EPC) Contractor, including project related details like feasible capacity, scope of work, qualification requirements, payment terms, technical specifications to ensure maximum project life, and operation and maintenance contract.

The consultant shall prepare all necessary drawings and designs for tendering purposes. It must also evaluate the technical and financial offers submitted by the EPC contractor in accordance with the call for tenders.

In addition, the consultant shall review the drawings and designs submitted by the EPC contractor in accordance with the technical specifications of the EPC contract to ensure proper performance and safety compliance. The consultant should also provide technical support during the construction phase, including submitting weekly progress reports.

They should perform a performance ratio test after the project is commissioned.

To participate in the bidding process, the bidder must have successfully provided consulting or engineering services for a floating solar power project with a capacity of at least 500 kW. The Consultant must submit the relevant Work Order and Certificate of Completion issued by the Owner.

Last November, RECPDCL issued an Expression of Interest for the establishment of EPC-Operations and Maintenance (O&M) contractors for the development and O&M of solar projects.

Previously, RECPDCL issued a tender to select an owner’s engineer for 125MW of grid-connected solar projects. The scope of work included site assessment and contract review, progress and schedule, technology, system design, grid connection aspects, project management and support, technical acceptance, performance evaluation and operation and maintenance contract.
